    F1 Proposals for 2021 - Bahrain Team Meeting

    F1 confirms its 2021 vision:

    - Cheaper, simpler, louder, hybrid PU
    - Implement a cost cap with some standardised parts
    - More balance revenue structure "based on meritocracy"
    - Make cars more raceable to increase overtaking opportunities.

    The legend Sergio M most likely will pull Ferrari out, as they have nothing to gain and everything they wanted was replaced by whart horner wamted .oh well we have few years to hopefully win something before that

    Brundle says that Ferrari might get a 40 million bonus and the engine suppliers (Mercedes Ferrari Renault and Honda) will get an extra 10 million.

    Ferrari will get $60 million, 50 as historical and 10 as PU provider, so probably we will separate PU development department and have 150 million to develop the car. (As everyone else) PU development have no cost cap.

    I don’t think Sergio will plug us out...

    The promise is unique cars, road relevant and unique engines, so not going against F1 DNA...

    Brief overview.

    money and governance:
    - budget cap 150 million $ (does not include driver salaries, exec salaries, and marketing)
    - draconian punishments for anyone trying to circumvent this rule
    - use of external watchdogs for policing budget cap
    - equal price money distribution between teams
    - ferrari's historical bonus cut in half (down to 50 mil)
    - all engine manufacturers get a 10 mil bonus
    - a simple majority needed for new rules changes (51%), only sensitive topics require 75% majority (at the moment any changes not safety related need 100% agreement after certain deadline)

    Engines:
    - because the teams did not bring their own proposals to the table liberty is going ahead with their original proposal
    - 1.6L V6 to stay
    - peak power at +3000 rpm (operating range 13500+ rpm)
    - relaxation of fuel flow regs
    - removal of MGU-H
    - more powerful mgu-k
    - standard battery and turbo to keep the costs down
    - engine regs are non negotiable (take it or leave it approach from liberty)


    Transmition:
    - inner workings of transmitions to be supplied by engine manufacturers, only gearbox itself can still be made by teams (this due to being irrelevant from fan's perspective)

    Suspension and tires:
    - return to active suspension suggested, with a standard ECU (so the driver can better trim his car in traffic - drs on steroids? )
    - 18 inch wheels
    - tire warmers ban

    Ferrari and Mercedes remain the two teams that need the most convincing. Immediately after the meeting, Toto Wolff and Niki Lauda met with Maurizio Arrivabene at the Mercedes hospitality building to discuss what they'd heard.

    Budget cap mainly, sure we tried that before when FOTA was around and Red Bull were suspected of cheating it and most teams left. Too hard to police.

    Meeting this morning on issue of overtaking has ended without any changes. Technical directors refused all proposals. But there is still a small chance rule changes for 2019 will agreed on in next strategy group meeting. #AMuS

    A budget cap that works could do wonders for the midfield.

    External reviewers / auditors can't. Impossible to implement, especially in case of teams like Mercs who have their own road car and non F1 engineering departments. F1 departments will simply offload some of their work / purchasing to those departments which won't be possible to track unless someone questions the source of every little component, every little resource.

    Then there's the question of transfer pricing. Ferrari owns it's wind tunnel. It may 'charge' it's F1 department for usage at a lower cost than it might cost other teams to go out and get wind tunnel time. Very difficult to determine the 'fair' price in such instances since Ferrari can simply argue it's wind tunnel cost structure is more efficient.
