We he IS technical director. So, of course, he is responsible for car development aka upgrades.

Mercedes cleared to run wheel design in Mexico
    Date published: October 26 2018

Mercedes cleared to run wheel design in Mexico
Mercedes will run their controversial wheel design at this weekend’s Mexican GP after getting the all-clear from the stewards.

With questions raised over the legality of the spacers in their wheel design, which features small holes to reduce heat flow, Mercedes sealed the holes in Austin to avoid a possible protest.

The team requested official clarification when they arrived in Mexico City.

Mercedes’ clarification related to whether the spacers broke the rules laid out in Article 3.8 of F1’s technical regulations.

The question was whether the holes served an aerodynamic function and could be considered an illegal moveable aerodynamic device.

The stewards ruled that they did not, giving Mercedes permission to run the wheel design in Mexico.

The ruling read: “Should Mercedes run the part as described in the correspondence between Mercedes and the FIA’s technical department, the stewards would consider this part to be in conformity with the regulations, but only with respect to the points raised in Mercedes’ request.”

They did, however, “reserve [the] right to judge alternative geometries, and to change this view if (for example) the spacer were to grow beyond its primary function and if the holes were to become big enough to have a more significant aerodynamic effect.”

So a lityle aerodynamic effect is legal, more is illegal? Is should be no aerodynamic effect or let them have as much as they can. FIA is a joke, AGAIN.

It’s better to give both titles to mercs instead of this stuff.

Anyways they gonna dominate this race n win both titles.

I think Ross Brawn is having a hand in this kind of mercs & FIA fixing.

I underlined the exact same sentence in the pre-race news thread and others are doing the same thing in other forums. The phrase "more significant" obviously says that there is some significance already. So the rims are already a movable aero device in some sense but with an unknown effect. The stewards have opened up a can of worms and ran for cover...

As for FP1. Looks like both Ferrari and Merc are cautious with the engines. No surprise. Tyre deg looks great for forcing more than one stop for everyone. Good thing that long straight is there for us. Bring on FP2.

So... declaring something that is legal is now fixing....

It isn’t hard to understand, they are legal cause they are being used for cooling and not aero.
See it isn’t hard, not sure what you are struggling with.

Firstly, they have admitted they do give some aerodynamic benefit. = Illegal
Second, they basically cleared them for this race to give Merc and Ham the title. They have said they can be deemed illegal at the next races. = Biased.

Not sure what you are struggling with?

It’s either legal, or illegal - black and white. You cannot judge race per race. What kind of formula are we watching here?

They didn't admit it has an aero benefit (as was the case with the RB ilegal front blowing) they just say it has an aero effect.
Every part of the rim design spinnig at high speed will have an aero effect be it a hole or else.
Do you really beleive that Ferrari hasn't design their rims considering their aero?
Only way to avoid this is to specify stock rims for everyone.
Fia has to analyze every part of a design and decide if it was done to gain aero benefit or not, they are convinced that in this case it is done for temperature managing and yes, it will have an unavoidable neglible aero effect (that can be even be negative).

The also state that if they see that the holes are changed in a way that the areo effect is increased and becames relevant they will be banned.

Look at this Ferrari rim, do you think it's shape is not aero designed?
