Rumors saying that Vettel could start from pitlane due change of specification.
Also mechanics work on Norris car for battery change.
@Albert Fabrega
Vettel will also get a new control electronics which also exceeds his limit for the season. So a penalty for him. But he’s at the back anyway, so rather academic.
And Räikkönen has had a engine, turbo and MGU-H fitted, but stewards’ report says this is “in conformity with the regulations” (it’s within his allowance) so sounds like he keeps fifth on the grid
@Andrew Benson
Isn't the technical director's job the way the car develops? It literally is. Binotto screwed up the front wing design. What does Ferrari do? Promotes him in a role he has no experience in. The team principle is in charge of the team every race weekend assuring nothing goes wrong. How do we asses Binotto in his new role? Considering the cars are not even leaving the garage, it doesn't look that good, does it?

He was risponsable for the front wing.
"The technical director is king in modern Formula 1. Once, it was the designer who was given the credit, or blame, for the car's success or failure. Now, it is the technical director who is celebrated or denigrated for a team's on-track achievement."
Of course you know better than the guys at autosport.

TD is reporting to Team principal. Along with TD, aero chief, Engine head these 3 are separate entities in Ferrari where they co-ordinate & report to TP. You are missing that point.
According to your posted article. James Key TD for which everything was reported to him.
If things just cannot get any worse - they will. My prediction for the second half of the 2019 season.
Well, the radar suggests rainfall will continue at least until the start of the race, by using Ventusky's global satellite radar with the tendencies added into it. Looks like there might be intermittent drizzle all throughout the race.
Vettel will start from pitlane with change of specification.
Wet-set up ??
LOL did you actually read it? Some bits that you might have missed
If that sounds a lot like a management job rather than spending all day tinkering with racing cars, it is. It's impossible for one person to design the whole car, or even have nuts-and-bolts knowledge of every last millimetre of it.Binotto is not a car designer, once again."I don't sit down and design the front wing; I wouldn't know where to start compared to the guy who does it as a day job.
Forza Ferrari
Grazie for your comment, we can all lose the sense of reason in the heat of the moment and when disappointment prevails time after time but most of us have learnt to accept that F1 goes in cycles and there's usually a dominant team or maybe two, we just seem to be able to make a hash of things lately when we have the best opportunities. But such is Ferrari and it gets into our veins! Seb has just managed a comeback and P2 in Germany, Charles was going great until he slid off, so a mixed day for us and the team but what's new?! Better than 2 DNFs anyway. Time for a an aperitivo to celebrate Seb's return to some sort of form. Salute!
