Do they only use them once then discard them? Or is it because they take 1.5 to 2 hours to heat up, that they use them up heating sets up that will go on towards the end of the track session? Or do they do both? And is one set=4 blankets?

They re-use the tyre warmers.

They need so many sets as they keep the tyres warm once they are heated - sometimes for many hours at a time.

You pretty much need as many sets of warmers as you have sets of available tyres, plus spares and then extra sets for the test team etc.
