Imo, as much as I hate to say it, Hamilton will have just followed Vettel's pace, so I imagine it was Vettel who instigated it and Hamilton followed suit. Doesn't negate the fact that they clearly cheated and both should be penalised for it.

Problem is, that a drive through (or whatever it would be) won't be as significant as being tucked up in traffic like Alonso and Massa are. Essentially, even if they do get penalised, they will still come out ahead.
