What is this thing

I have seen it from the pre-season testing that Ferrari installs a small tower like thing right above the overhead camera.

They did it today too with Jules Bianchi's car? What is thing and why is it there ?

At the top of it (out of picture) there is a pitot tube. They measure wind speed/atmospheric conditions which helps to understand what the aero of the car is doing. They have them in the races too, but you will only see the pitot tube itself on the top of the monocoque.
