its most dangerous if its failing when they approach fast corner, like 130R for example. it will lose great downforce and create a big shunt

Without knowing the exact system used, i suspect it to be hydraulic, and i can pretty much guarantee that If it fails it will fall back to the ordinary position because of the vertical load applied to it.

Edit; actually it's probably linked to the ordinary hydraulic system. if it fails it will do so together with several other components and the car will run to a halt.

How many times are the drivers allowed to change the wing setting per lap?

They're not allowed to use it unless they're within 1 second of the car in front of them (one place ahead of them, not a lapped car), and the car in front isn't allowed to use it in defense. I don't believe there's a set number of times they can use it per lap, but just that they have to be within 1 second of the car in front of them.

In qualifying they can all use it as much as they want and anywhere they want.

During the race these are the conditions:-
    - Won't be activated at all during the first two laps
    - Will only be activated if the car behind is within one second (or another amount of time which can be set/changed by Charlie for each race)
    - It can only be used at one defined point on each track (which will be set by Charlie for each race). This will be a main straight, remember some circuits have a couple of long straights.
    - It will only be available if the race stewards activate it (supposedly based on the conditions above).
    - The driver has a notification light on his steering wheel that it has been activated by the stewards, but it is still up to the driver to deploy. When he brakes it closes.

As an aside, IMO, this is the most ridiculous unfair implementation or an untested idea I could possibly imagine. With, maybe, one ever so slight potential benefit and a multitude of horrendous downsides.

I agree. But it does add another element to the whole race experience so to speak. But I agree, I think it should be controlled by the driver, the stweards should have nothing to do with it. Keep all the rules that are in place now just get rid of the stweards controlling it.

yes the qualifying will be intense but very misleading too. We will no longer be able to tell the actual pace in this case as everyone will be limited on the wing's usage during the race. IMO too many gizmo's with KERS, this wing etc. I'm not sure that the races will be much better than they already are.
