Well i may be wrong.. but its awfully similar to the "letterbox" Rb9 was running last year. May be it has something to do in a similar line namely aero effeciency (note; Ferrari sort of has a stepped nose this year) by removing the stagnant high pressure area generated under the nose and forcing it eventually through the splitter duct ... or it has to do with increased cooling requirements by the electronics by attaching it to a vent into the monocoque. I would say its more to do with latter

Main pre-season upgrade still to come - Ferrari
Ferrari is set to bring its main pre-season upgrade to the final test in Bahrain this week.
The team was satisfied with the outcome of the second test, but with the first race of the season just two and half weeks away, director of engineering Pat Fry said the biggest upgrade is still to come.
"We had a few bits to test correlation and things like that [last week] and then the main upgrade will come through the various stages of the final test," Fry said.
Ferrari technical director James Allison said the team had worked through a number of problem areas at the last test before focusing on setup work
"We worked on learning how to get the best from the 2014 clutch and on tuning the new brake by wire system," he told the Ferrari website. "We looked in detail at balancing the temperature of all the cooling fluids, a key part of this year's rules, and we began gradually expanding the operating window of the new Energy Recovery System.
"We have been able to start to open up our understanding of the handling characteristics of the car and to begin to learn what sort of setup parameters the tyres respond to. Continuing with this work will be an important part of the programme over the last four days here in Bahrain."

Entire picture could be different is this rumor is true where Ferrari engine cuts of the fuel supply under braking. This will mean that Ferrari will start the race lighter compared to Mercedes engine powered cars, this will be a huge advantage. Mercedes could be fastest on Saturdays but they have done that in past years as well. Sunday counts in F1 & I really hope we have a clever engine underneath that scarlet chassis.
Yes, I also believe that every team will start with 100kg of fuel and rather use any savings on increased performance rather than start with 90kg of fuel and compromising potential performance.
I think you will gain more performance by using the 10kg fuel than on the 10kg weight saving for example.

Formula 1′s ugly face of 2014 could get uglier still, according to Auto Motor und Sport, claiming that car designers are looking into nose solutions for the new rules that are even less attractive than those already used during testing.
With the ‘gentleman’s appendage’, asymmetrical and ‘vacuum cleaner’-style noses already in action, respected correspondent Michael Schmidt said some all-new solutions could be seen as early as this week at the final Bahrain test.
“(In the wind tunnel) we are trying every kind of nose that is in circulation,” admitted Force India technical boss Andy Green.
Schmidt concluded: “If that is the case for Force India, then the big teams will be doing even more.”
It is likely Lotus’ unique, double-tusk solution is causing the most head-scratching among rival teams, with many perhaps not having initially considered the idea of utilising the concept of asymmetry.
“Our spies tell us that some teams are considering ‘anteater’ noses that do not grow from the middle of the car, but to the left or to the right,” said Schmidt. (GMM)
I don't get it. Lotus had release the pic of their asymmetric nose long before, if other teams had seen an advantage, they would already have tried and tested out several solutions. Whats the reason behind this sudden realization, have the FIA changed the rules or something. Its a shame if its true, i quite like our nose. NO change from Ferrari please.

Lotus said James Allison (and another guy from Lotus who went to Williams, IIRC) are aware of such design for awhile. I believe James Allison confirmed that he's aware of it before he came to Ferrari. So Ferrari may have looked into it long ago and decided it doesn't work for us.
I'm guessing those who are now considering it are other teams who are not aware of it before Lotus revealed it. It takes a long time to develop one, as you has to find a way to make it pass the crash test and it's not easy.
Anyway Lotus also said they went through many iterations before finally being able to make it work. It may not be that easy to copy it.

Some concerning news from the paddock claiming that Ferrari has less "usable" power under the 100 kilo fuel limit than Mercedes...
Not sure exactly what they mean by "usable" but I assume that Ferrari has sufficient peak power but the torque curve is not as smooth as that of Merc and hence harder to use.
Time will tell.

-Andrew Benson-Ferrari's form has been difficult to read so far. They have periodically popped up at the top of the times. And a race run done by Fernando Alonso at the first Bahrain test looked reasonably competitive compared to a simultaneous one by Mercedes driver Nico Rosberg, as far as it was possible to tell. But a senior Ferrari figure revealed this week that the team believe their engine is about 75bhp down on the Mercedes, and they don't understand how their rivals are getting so much power while staying within the fuel restriction introduced this year. Which does not paint too pretty a picture for Fernando Alonso and Kimi Raikkonen

As in all previous years, during winter testing there are SO MANY rumors, guessing, speculation,... I have learned from my experience that best is to ignore all that and wait till at least 3rd race and than make some conclusions.
Jesus! 75 horsepower is huge. I guess Maranello thought they're all about the engine then this pops up. I'm starting to think Ferrari is just a mediocre team with a big budget. No aero, no engines, nothing special.
