This is from the 2014 technical regulations page 88 is about annual engine homologation. As far as I know there has not been any change.

EDIT: For those of you here who like the technical side of Formula 1 and wants to learn I strongly recommend taking a look at the technical regulations. You don't have to be an engineer to understand most of the rules, also there is some really good drawings and appendixes that helps to explain.

Renault and Mercedes says that the sheet needs to be homologated as engine weigh, so the weigh needs to be raised, they send to the FIA one video of some sparks going of the turbo. Ferrari says that we have not anykind of problems with the turbo, so we didn't need to put anything in the engine (that makes our engine lighter). Also, the Ferrari engineers says that the engine vane already has somekind of protection (renault and mercedes put that protection sheet atached to the engine).
The FIA says that our system is legal, the thing is: are they going to change the weigh regulations to mercedes and renault? (renault use to cry a lot, so they get some gifts from the FIA, decongelations, diferent map regulations for them, etc)
Thanks. I was under the impression that the homologation process is later. Apparently not

11:01 A smoking RB10 is parked out on track. Ricciardo makes a quick exit, and then inspects the rear of his car.

Well maybe is Gary Anderson just so right about this car as he was about the championship winning MP4-28.

: They will complain that the battery is so dangerous under the tank(even if they are the only one having problems with that, maybe too dumb) e for safety reasons they will be allowed to build the car how they desire, nothing new from RB!

its not an issue with the Renault engine it seems, cause the STR were able to do 17 laps without any issue.
The problem seems to be with cooling of the RB..

Wait a minute Gary Anderson says the car is the most interesting design of all, maybe he meant interesting as the Jordan 196 or the MP4-28,yeah,interestingly wrong!Everyone knew this year cooling would be critical and it looks like they get it completely wrong,Gary give a break!

Without issue? They're 23s off the pace.

The car shouldn't overheat like that after five corners...
