The car is always basic because the development team is basic.
* Engine mapping is done by programmers - seems we lack those, while the likes of Red Bull have huge C# development teams. I wouldn't be surprised to hear Ferrari's programmers (all three of them?) use Fortran...
* The suspension is always a copy of some of the good ideas from the previous year *FROM OTHER TEAMS*. It's never innovative and it never works with all the tires.
* The aero bits look like they've been Frankensteined from different cars. Just look at the gorgeous Red Bull cars since 2009. The RB10 in particular is a masterpiece of bodywork design.
* The only bit that was suppose to bring Ferrari back to the front, the mighty engine, aparently was done by a very small team of people if Stefano is to be believed.
In short, Ferrari is like a small-budget midfield team with great drivers (the best, actually).
I am scared of what Pat Symonds can do at Williams. That guy is like a more hardcore version of Ross Brawn in his prime, and he showed many times that he can - along with his technicians - produce cars that wipe the floor with the best out there.
