Surely that article is a prank. It rated Merc 7/10, Ferrari 4/10, but gave Red Bull 9/10
You ain't getting any air under the nose if the car doesn't move.
Now i really undestand why this guy will remain a commentator,he would not be able to design a modern F1 and he must not justify or put in practice his commentary.
Think about it 1998 JordanGp was doing really bad,Eddie Jordan then hired Mike Gascoyne,and although i rate Mike as a Non Genious he was quickly able to identify several design issues that where hampering the Gary Anderson design.Whats happened?Gary Anderson resigned,Mike Gascoygne modifications where put in place and the EJ198 was transformed from a dog to a podium scoring car.The 1999 car also designed by Gascoyne was the best Jordan ever.
Take Gary Anderson with a big pinch of salt,he was a mediocre designer,and he was able to designed only midfield cars,while this was nice from 1991 to 1997,when Eddie wanted more he was not able to,and the budget was quite reasonable.
The commentary"apeing RedBull design cant be bad explain it all,he doesnt know what he is talking about(even ex designer and aerodynamics need CFD and Wind Tunnel)and he goes by saying Red Bull must be the best because of Newey,and all the fuss about a part of the car that would be "no game changer"(by Allison).The most hilarious consideration was in 2012 where he commented on the F2012 diffusor strakes by saying they must be bad designed because they werent on top of the diffusor but in line with it,look at FI they still have them the same way.Stay away from such"i have cfd eyes,wind tunnel senses and speed sensored eyes" especially from a mediocre designer.

He seems to have somekind of a personal grudge against Ferrari. Anyone who takes his opinions and views seriously must be crazy! I mustve been foolish thinking I was going to see noses similar to those of the late 80's early 90's.

He may not have a vendetta against Ferrari, but he certainly have a negative bias against us. He believes Ferrari is always bad at aero and so he goes out looking for negative things to say about Ferrari's car design. With such a bias, as you can see he only ends up looking at our car in the most negative way, and it never once crossed his mind to give Ferrari's designer the benefit of the doubt.
Even a technical guy from Caterham, in Jerez during an interview with Ted's notebook, said that he don't understand Ferrari's design enough to comment but he believe what's interesting is what's going on under the nose cone. You don't hear these stuff from him
He also shows he have the opposite bias for Red Bull. Sure it's Adrian Newey, but it doesn't mean Newey is always right and everyone else is wrong. It's like everything Red Bull does is automatically great and anything else is bad.
The 90s nose was probably what the rule maker was thinking about too, but as Scarbs said, what we have learn since then cannot be unlearn. Back in the 80s 90s, airflow under the nose wasn't important to the designers. But since then, they have learn how useful it can be and all the design philosophy today involve getting more air under the nose.
So designers today will always find ways to keep the bulkhead high and get air under it, while the rules writer were only thinking about getting the nose low again. As a result, two different philosophy gets mixed up and result in the ugly result we see today.
