    Stop the Clock

I am not a F1 geek who knows all the rules and regs to do with F1 but can anyone tell me why the clock isn't stopped if a practice session or qualifying session is disrupted due to an accident.

Rugby league, rugby union and football are three sports where the clock is stopped or time is added on...why not F1?

Unless the session is 'Red Flagged' the clock is not stopped

Red flags during practice sessions don't stop the clock either. It's 90mins / 60mins regardless of flags.
Red flag in a race also doesn't stop the 4 hour max duration. Although I think it does extend the 2 hour max time for the actual racing.

Isn't it because there multiple events after F1 practices such as GP2 and GP3 so a red flag might delay other events and might even interfere with F1 qualifying on Saturday ( FP3 is held on Saturday morning).

I want to know when aggregate times were stopped like the Japan 94 race. If aggregate times were used last race Vettel would only have to be within 20 seconds of Hamilton to finish infront or 3 seconds behind Rosberg.
