If ypu take Latifi out the equation, then we are not. Sainz had to coverup around 15-16 s gap to Vettel after being released in free air.

Because Sainz didn't have clean air 60% of the race. And Leclerc got taken out by useless Stroll, otherwise he would've been P2 after lap 1.
