Threatening to do it benefits Ferrari because it forces concessions from the others running scared of losing tons of revenue.
Either way, there's always a possibility of a European-based breakaway series that would wrestle away attention from F1 if Ferrari were part of it. No more ghost town desert venues but rather sold out classic venues in Europe which would put Liberty Media out of business real fast. A series that would undoubtedly have Monaco, Spa, Monza, Silverstone and Hockenheim on the schedule because Liberty Media constantly threaten or remove the European golden gooses. Ferrari never use the team's massive leverage about anything. That's the worst part. F1 shouldn't be degraded into some NASCAR/NFL franchise soulless entity with less than 1/3 of races where the teams and the audience is.
Now with the really dumb NFL-style budget cap at a bargain basement level it's a great opportunity for the top teams to pack their bags and pursue an alternative to the BS that F1 has been turned into under the American vulture capitalists. F1 is not about having economical affirmative action for teams no-one cares about to win via wrecking the top teams artificially. That's something the Americans can keep in their pro sports instead.
