I agree. The wording of the article doesn't necessarily say they do not want to move to Italy, or that they want to stay in England. It specifically writes Milton Keynes, which is Red Bull. There is a very good chance it has nothing to do with location at all, and that he said he wants to stay at Red Bull, the team that is currently winning dominating.
It also could mean he didn't want to move to Italy. There are half a dozen ways to interpret what was written. It's not like the article was a quote anyways.

First of all, before I continue the thought i'm getting at, I want to point out that when Ferrari went on to "dominate" in the early 2000s, there was no new Formula, so you could actually say, yes, the other teams dropped the ball in putting up any fight. That's when the FIA stepping in really started.
Now in 2022, we should have not let Red Bull get their engine freeze. The FIA has to craft regulations that don't favour engine or aero, then you could actually have an interesting championship where the different cars win at different tracks, like it was in the old days.
Having such an aero centric formula, combined with a cost cap, means there is almost no chance for any team to catch up now because it's looking more and more like they need to scrap their concepts (Ferrari and Merc). So you're essentially going to have a spec series. With cars in 3 years of developments behind the others.

Considering Ferrari had more development resources last year and a better car, and still lost ground to RRB, I'd say it's very unlikely Ferrari is one of the teams to close the gap in any significant way. Mercedes and hopefully Aston Martin could improve enough to challenge for wins here and there by seasons end. Won't challenge for the championships, but wins maybe.

Aston is bringing a significant package as well!

Yes for sure merc protest and most of the allocated salary cap will be spent .This will apply to ferrari also so let's hope they got it right so some fire can be added to this less than spectacular f1 season
